In the dining room, I would remove the chair rail if possible. Also I would have all of your pre-owned art matted and framed as well as the new options I'm giving to you. They should all be matted and framed in the same color frame & mat. Then you can create an amazing gallery wall with all of your combined pieces!

Paint Color
I chose a nice neutral paint color for you, Benjamin Moore's Indian River. The stone drapes from Pottery Barn will match exactly. I would do a test swatch in the dining room, to make sure it's not too dark. I know you were concerned with the light in that room. If it turns out to be too dark, go with a lighter shade like London Fog :)
